How did "I don't know who this is for" become such a staple in prophetic ministry? Let's talk about it.

Let's have a conversation. I value different perspectives. It helps me get a well rounded view and may provide me with input that I didn't consider previously.
There is something I don't understand and this post is seeking clarity and understanding. I have never read in God's Word where a prophet began their message with "I don't know who this is for." Every single prophet in the Bible knew their assignment and knew who God wanted them to speak to.
So if someone claims to be a prophetic voice, how can they not know who they are sent to speak to or what their assignment is? No hate or judgement. Just genuinely trying to understand.
I get that sometimes the Lord might have a prophetic person somewhere for awhile before He reveals their assignment to them. But to constantly not know who you are supposed to be speaking to? It doesn't make sense and maybe that's me leaning on my own understanding.
I understand when people say I believe this is for somebody today, but the I don't know who this is for just doesn't make sense to me. Is that the same thing? If anyone can explain that to me, I would greatly appreciate it! I am not even trying to be rude. I genuinely want to understand because I just saw a post of a person who claims to be prophetic say the "I don't know who this is for" before sharing what he had to say.
Let me add this: NO I am not saying this because I think I am prophetic or anything. . That's not what I am saying at all. I am just genuinely curious about how the terminology of I don't know who this is for came about in prophetic ministry.
